You unlock a perk, keep getting vechile experaince and you will unlock it. (perk is called V ALT W)
It allows you to shoot out of other vechiles for a secondary weapon, such as tank has the main turret when driving, but with the perk, you control a machine gun too. Or a guided missile on a bradley.How to i shoot machine gun out of a uav chopper in bfbc2?
